The City Government of Caloocan established its free higher education program through City Ordinance No. 0553, enacted in 2014 and championed by then—Councilor Dale Gonzalo "Along" Malapitan, who currently serves as the City Mayor. This local initiative was implemented years before the enactment of the national law on free higher education.
Continuing this commitment, City Ordinance No. 1223, Series of 2026, sponsored by 1st District Councilor Vincent Ryan “Enteng” Malapitan, waives miscellaneous fees upon enrollment of college students of the University of Caloocan City (UCC).
The ordinance amends Ordinance No. 0684, Series of 2017, reinforcing the city’s commitment to making quality higher education more accessible and affordable, in line with UCC’s mission to provide inexpensive quality education.
